Regarding the visit of a delegation of untouchable nomadic communities of
Karnataka to the AICC office in respect of injustice done in distribution of internal
reservations by GoK.
You may be aware of the injustice done in the distribution of internal reservation to the
untouchable nomadic communities of Karnataka. On: 22.09.2025, a letter was written to the
AICC chief and Leader of the Opposition in the Lok Sabha, Shri Rahul Gandhi, to convince him
of this injustice. Furthermore, Shri Rahul Gandhi’s office was informed about the ‘Delhi Chalo’
campaign being undertaken by the untouchable nomadic communities of Karnataka on October
2nd. Our delegation visited AICC office on 22nd October and submitted a letter to the Congress
SC unit chirmen Mr. Rajendra Paul Gautham ji.
For the past 35 years, there has been a persistent struggle in Karnataka demanding the
implementation of internal reservation. Although political parties had taken principled stand on
this matter, none took decisive steps towards its implementation. Finally, after the order of
Constitutional Bench of the Supreme Court, the Karnataka Government appointed a onemember committee under retired Justice Dr. Naga Mohan Das. He carried out a scientific caste
census and a study of the socio-economic condition of the Scheduled Caste communities and
submitted his report to the Government. Based on this report, the Cabinet approved internal
reservation on August 25. But Karnataka government has reject the recommendation made by
Nagamohandas Commission. Government of Karnataka has taken an unjustifiable decision on
internal reservation.
For the last 30 days, an indefinite protest has been going on at Freedom Park, Bengaluru
regarding the unjustifiable distribution of internal reservation in Karnataka. The Hon’ble Chief
Minister of Karnataka himself knows that this decision is social injus
our meeting, but expressed political helplessness. With all respect to Chief Minister
Siddaramaiah, we wish to state: This is not a matter of helplessness, it is a matter of lack of
political will. By succumbing to the pressur
he has taken a wrong decision. Despite knowing the injustice, he is unwilling to correct it.
On September 3, tens of thousands nomads gathered in protest in Bangalore. Yet the
government did not send any of its representatives to receive our memorandum. The message
was clear: “Whatever you do, the government will not change its decision.” But we too want to
send a clear message to the government: For so many years we lived like slaves, danced to
others’ tunes, did work no one else would do, begged when we had no food, and silently endured
every injustice of the government and society. But today we are awake. We will not go back to
sleep. Until we get our rightful share, we will not give up the struggle. W
ourselves to be trampled again.
Therefore, as a last hope, we have arrived to New Delhi today morning with a hope
of meeting Sri Rahul Gandhi personally on October 2nd. We are confident that if Rahul
Gandhi intervenes, he will definitely
resolve it. A delegation of nomadic community leaders will visit the AICC office
tomorrow, October 2nd. We heard that Rahul ji is on foreign tour. It is a disappointing
news for us, but resolution of our i
suitable alternate arrangements so that some prominent leaders of Congress meet our
delegation and solve the issue in facour of the deprived.
We have come with a conviction that “will not return home without justice is
delivered”.
Respectfully
(Dr. A. S. Prabhakar)

Minister of Karnataka himself knows that this decision is social injustice; he admitted as much in
our meeting, but expressed political helplessness. With all respect to Chief Minister
Siddaramaiah, we wish to state: This is not a matter of helplessness, it is a matter of lack of
political will. By succumbing to the pressure of ministers from politically powerful communities,
he has taken a wrong decision. Despite knowing the injustice, he is unwilling to correct it.

resolve it. A delegation of nomadic community leaders will visit the AICC office
tomorrow, October 2nd. We heard that Rahul ji is on foreign tour. It is a disappointing
news for us, but resolution of our issue is more important for us. We hope you will make
suitable alternate arrangements so that some prominent leaders of Congress meet our
