*Sub: 1. Demand to pressurise the Union Government- Not to sign the anti-national US Trade Deal- Dismiss the Commerce Minister Piyush Goayal for betraying the country- Withdraw the DO Letter by the Union Finance Minister Nirmala Sitharaman asking the states to end bonus to wheat and paddy farmers- Withdraw the 4 Labour Codes and VB GRAMG Act 2025 and Restore MGNREG Act.*
2. *Severe decline in the fiscal autonomy of states and fall in the industrialisation across India, the failure of the “Make in India” Campaign and resultant threat of unemployment under the eleven years of NDA rule*
3. *“Strong states for strong India” Campaign of SKM- Protect the federal rights and restore taxation power of states by amending the GST Act 2017- Agriculture being in the state list; demand to find resources to enact law in the state assembly and also in the Parliament for MSP@C2+50% for all crops with guaranteed procurement and provide comprehensive loan waiver to end rural indebtedness and peasant suicides-*

The Union Government’s centralizing policies—such as the National Cooperation Policy (NCP) 2025, the draft National Policy Framework on Agricultural Marketing (NPFAM), the Disaster Management Act 2025, the Seed Bill 2025, the Electricity Amendment Bill 2025, the GRAMG Act 2025 and the various Free Trade Agreements with the latest being the US Trade Deal – infringe upon the constitutional rights of states to manage agriculture, which is a state subject. We the farmers urge upon all the state governments to oppose the NCP 2025, the NPFAM and the Seeds Bill 2025, the Electricity Bill 2025 which centralize power to facilitate a “backdoor entry” of corporations into agriculture, horticulture and dairy sectors.
These series of attacks are very dangerous and part of a strategy to impose corporatisation of agriculture through the back door. These policy attacks will further devastate the already distressed agrarian sector and eliminate petty production, deplete prices, increase indebtedness and intensify peasant suicides and footless rural to urban migration and impact upon the state economy badly.
As per the Economic Survey 2025-26 tabled in Parliament by Finance Minister Nirmala Sitharaman on January 29, 2026, the number of revenue surplus states severely fell from 19 in the Financial Year 2018-19 to 11 in the Financial Year 2025-26.
While the “Make in India” initiative was launched in 2014 to raise the share of the manufacturing sector to 25% by 2022, the manufacturing value –added percentage of GDP has fallen from over 16% in 2014 to below 13% in 2024-25.
Both the above naked facts are more than enough to expose the volley of propaganda by the corporate media and the NDA Government led by Prime Minister Narendra Modi regarding the Vikasit Bharat 2047- which is a damp squib. And enough to help any sensible citizen to open eyes and get liberated from the illusion of the current corporate driven development trajectory.
The farmers and workers are consistently rallying across India on the path of struggles to protect the economy and the country from being completely ruined by the Multinational Corporations driven by corporate forces sponsored by US Imperialism. Hence, we demand for the strengthening of federal rights of states, framing it as a critical requirement for the modernization of agriculture and to protect farmers from corporate exploitation. Without restoring the fiscal and legislative autonomy of states, the “modernization” of agriculture as falsely propagated by the NDA Government will merely be a tool for corporate takeover and exploitation.
Instead of central, corporate-driven models, we strongly believe state-led modernization of producer and consumer cooperatives, building infrastructure for processing, and strengthening the Public Distribution System (PDS) will unleash the productive forces to build a vibrant economy that ensure remunerative prices to farmers and minimum wage for a dignified life to workers and ensure welfare of the entire working people. Enhancing the purchasing power of the working people is the way to avoid capitulation to the US Imperialism as being defended by the present Union Government.
Hence, we the farmers – the food producers of India are steadfastly opposed to the India-US trade deal strongly demand to stop removing tariff barriers that threaten domestic farmers and instead ensure the state governments protect domestic production.
The National Council meeting of the Samyukt Kisan Morcha was held on 24th February 2026, Kurukshetra, Haryana resolved to take up a campaign “Strong States for Strong India” and rally the farmers and workers against the “economic colonization” by the Narendra Modi led Union Government capitulating to the US Imperialism. SKM stands for strengthening the federal structure of India where states are empowered to ensure Minimum Support Price (MSP) and minimum wages to the working people.
We demand the state government to oppose the GRAMG Act that has imposed a 40% share of the expenses on its shoulders. The State has to urge the Parliament to restore the taxation power of the states by amending the Goods and Services Tax (GST) Act 2017. The current share of resources to states from the divisible pool including cess and surcharge is merely 33%. We request your government to strongly demand to allocate 60% share for all the states. Agriculture is a state subject under the Constitution of India hence, the state government and the union government have to find adequate resources to modernise agriculture. If the income of the state government is almost doubled, then that will enable to modernise agriculture under farmer-worker cooperatives against corporatisation of agriculture and build agro-based industries, branded markets under the public sector and the cooperative sector. This is the alternative path that will enable the state to enact law to share surplus with the farmers based on MSP@C2+50% with guaranteed procurement for all crops as recommended by the M S Swaminathan Commission and to ensure comprehensive loan waiver to end rural indebtedness and peasant suicides.
We also strongly demand to put pressure on the Union Government to not sign the anti-farmer, anti-national US Trade Deal, sack the Union Commerce Minister Piyush Goyal for betraying the farmers and the country and direct the Union Finance Minister Nirmala Sitharaman to withdraw the DO letter demanding to end the state bonus being given to paddy and wheat farmers.
We solicit the support of the state government in the struggle for protecting the constitutional principles of independence, democracy and federalism by achieving the above demands apart from withdrawal of 4 Labour Codes, the electricity bill 2025, the Seeds bill 2025, the GRAMG Act 2025, the Insurance Act 2025, the SHANTI Act 2025 and restore the MGNREG Act among others.
