कल पंजाब यूनिवर्सिटी चण्डीगढ़ कैंपस में पुलिस ने जिस तरह से लाठी चार्ज समेत जो दमनात्मक कारवाई की है वह बेहद शर्मनाक व निन्दनीय है। ऑल इंडिया सेव एजूकेशन कमेटी पंजाब चण्डीगढ़ इकाई इसका कड़ा विरोध करती है। कल की दमनात्मक कारवाई में बहुत से छात्रों,अध्यापकों समेत शिक्षा प्रेमी लोग घायल हुए हैं। पंजाब विश्वविद्यालय समेत शिक्षा संस्थानों में बची-खुची स्वायत्तता और थोड़े से मुक्त परिवेश को समाप्त करने के लिए भारत सरकार ने सीनेट को भंग करने के जो निन्दनीय काला फरमान जारी किया था, उसका विश्वविद्यालय कैंपस समेत पूरे पंजाब में कड़ा विरोध किया गया और उसके दवाब में केंद्र सरकार को उसे वापस लेना पड़ा है, इस पर ऑल इंडिया सेव एजूकेशन कमेटी पंजाब के अध्यक्ष डा. श्याम सुंदर दीप्ति और प्रदेश सचिव प्रोफेसर अमीन्द्रपाल सिंह ग्रेवाल ने आज मीडिया में एक बयान जारी कर खुशी प्रकट की है और इसे सही समय पर सही कदम बता कर इसकी सराहना की है। कल विद्यार्थियों द्वारा सीनेट का चुनाव कराने और विश्वविद्यालय में जनतांत्रिक माहौल बहाल करने का भी समर्थन किया है और भारत सरकार से इस तरह नाजायज कार्रवाई से बाज आने की पुनः एक बार मांग की है। उन्होंने कहा कि सिनेट को भंग कर काला फरमान न केवल पंजाब के लोगों के शैक्षणिक अधिकारों पर डाका है बल्कि केन्द्र में बैठी भाजपा-आरएसएस सरकार की राष्ट्रीय शिक्षा नीति 2020 का कुफल है। भाजपा सरकार ने इस सोची-समझी शिक्षा नीति को कोरोना काल में बनाया था जिसके अन्तर्गत एक तरफ शिक्षा को महंगा करना, पाठ्यक्रम से प्रगतिशील पहलुओं को निकाल बाहर करना, विज्ञानसम्मत तार्किक दृष्टिकोण का गला घोटना, इतिहास को तोड़ना मरोड़ना और दूसरी तरफ पंजाब विश्वविद्यालय समेत तमाम शिक्षण संस्थानों में थोड़ी-बहुत बची-खुची स्वायत्तता व मुक्त माहौल को समाप्त कर शिक्षा का केन्द्रीकरण व घोर जकड़बन्दी करना है। इसके माध्यम से भाजपा – आरएसएस सरकार चंद बड़े पूंजीपति कॉर्पोरेट घरानों के हित-स्वार्थों को साधने के लिए शिक्षा में कटौती और मध्ययुगीन संकीर्णता को थोपना चाहती है।

दोनों शिक्षाविदों ने बताया कि ऑल इंडिया एजुकेशन कमिटी की पहल पर मोदी सरकार की राष्ट्रीय शिक्षा नीति 2020 को विस्थापित करने के लिए राष्ट्रव्यापी अभियान के माध्यम से
विकल्प के तौर पर एक ‘जनपक्षीय शिक्षा नीति’ का मसौदा तैयार किया गया है। हम छात्रों, शिक्षकों, शिक्षा प्रेमी तमाम लोगों से अपील करते हैं कि इस जन पक्षीय शिक्षा नीति को लागू कराने के लिए आवाज उठाएं ताकि पंजाब विश्वविद्यालय जैसे काले फरमान देश में कहीं भी जारी करने से रोका जा सके।

ਕੱਲ੍ਹ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ, ਚੰਡੀਗੜ੍ਹ ਕੈਂਪਸ ਵਿੱਚ ਪੁਲਿਸ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਦਮਨਕਾਰੀ ਕਾਰਵਾਈ, ਜਿਸ ਵਿੱਚ ਲਾਠੀਚਾਰਜ ਵੀ ਸ਼ਾਮਲ ਹੈ, ਬਹੁਤ ਹੀ ਸ਼ਰਮਨਾਕ ਅਤੇ ਨਿੰਦਣਯੋਗ ਹੈ। ਆਲ ਇੰਡੀਆ ਸੇਵ ਐਜੂਕੇਸ਼ਨ ਕਮੇਟੀ ਪੰਜਾਬ, ਚੰਡੀਗੜ੍ਹ ਇਕਾਈ ਇਸਦੀ ਸਖ਼ਤ ਨਿੰਦਾ ਕਰਦੀ ਹੈ। ਕੱਲ੍ਹ ਦੀ ਦਮਨਕਾਰੀ ਕਾਰਵਾਈ ਵਿੱਚ ਬਹੁਤ ਸਾਰੇ ਵਿਦਿਆਰਥੀ, ਅਧਿਆਪਕ ਅਤੇ ਸਿੱਖਿਆ ਪ੍ਰੇਮੀ ਜ਼ਖਮੀ ਹੋਏ ਸਨ। ਭਾਰਤ ਸਰਕਾਰ ਵੱਲੋਂ ਸੈਨੇਟ ਨੂੰ ਭੰਗ ਕਰਨ, ਬਾਕੀ ਬਚੀ ਖੁਦਮੁਖਤਿਆਰੀ ਅਤੇ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਸਮੇਤ ਵਿਦਿਅਕ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਥੋੜ੍ਹਾ ਜਿਹਾ ਖੁੱਲ੍ਹਾ ਮਾਹੌਲ ਖਤਮ ਕਰਨ ਲਈ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨਿੰਦਣਯੋਗ ਕਾਲੇ ਫ਼ਰਮਾਨ ਦਾ ਯੂਨੀਵਰਸਿਟੀ ਕੈਂਪਸ ਸਮੇਤ ਪੂਰੇ ਪੰਜਾਬ ਵਿੱਚ ਸਖ਼ਤ ਵਿਰੋਧ ਹੋਇਆ ਅਤੇ ਦਬਾਅ ਹੇਠ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਇਸਨੂੰ ਵਾਪਸ ਲੈਣ ਲਈ ਮਜਬੂਰ ਹੋਣਾ ਪਿਆ। ਆਲ ਇੰਡੀਆ ਸੇਵ ਐਜੂਕੇਸ਼ਨ ਕਮੇਟੀ ਪੰਜਾਬ ਦੇ ਪ੍ਰਧਾਨ ਡਾ. ਸ਼ਿਆਮ ਸੁੰਦਰ ਦੀਪਤੀ ਅਤੇ ਸੂਬਾ ਸਕੱਤਰ ਪ੍ਰੋਫੈਸਰ ਅਮਿੰਦਰਪਾਲ ਸਿੰਘ ਗਰੇਵਾਲ ਨੇ ਅੱਜ ਮੀਡੀਆ ਨੂੰ ਇੱਕ ਬਿਆਨ ਜਾਰੀ ਕਰਕੇ ਖੁਸ਼ੀ ਪ੍ਰਗਟ ਕੀਤੀ ਅਤੇ ਇਸਨੂੰ ਸਹੀ ਸਮੇਂ ‘ਤੇ ਸਹੀ ਕਦਮ ਵਜੋਂ ਪ੍ਰਸ਼ੰਸਾ ਕੀਤੀ। ਕੱਲ੍ਹ, ਉਨ੍ਹਾਂ ਨੇ ਸੈਨੇਟ ਚੋਣਾਂ ਅਤੇ ਯੂਨੀਵਰਸਿਟੀ ਵਿੱਚ ਲੋਕਤੰਤਰੀ ਮਾਹੌਲ ਦੀ ਬਹਾਲੀ ਲਈ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਸੱਦੇ ਦਾ ਵੀ ਸਮਰਥਨ ਕੀਤਾ, ਅਤੇ ਇੱਕ ਵਾਰ ਫਿਰ ਭਾਰਤ ਸਰਕਾਰ ਤੋਂ ਅਜਿਹੀਆਂ ਨਾਜਾਇਜ਼ ਕਾਰਵਾਈਆਂ ਤੋਂ ਬਚਣ ਦੀ ਮੰਗ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੈਨੇਟ ਭੰਗ ਕਰਨ ਦਾ ਕਾਲਾ ਫ਼ਰਮਾਨ ਨਾ ਸਿਰਫ਼ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਦੇ ਵਿਦਿਅਕ ਅਧਿਕਾਰਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਦਾ ਹੈ, ਸਗੋਂ ਕੇਂਦਰ ਦੀ ਭਾਜਪਾ-ਆਰਐਸਐਸ ਸਰਕਾਰ ਦੀ ਰਾਸ਼ਟਰੀ ਸਿੱਖਿਆ ਨੀਤੀ 2020 ਦੀ ਅਸਫਲਤਾ ਵੀ ਹੈ। ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਕੋਵਿਡ-19 ਮਹਾਂਮਾਰੀ ਦੌਰਾਨ ਇਹ ਯੋਜਨਾਬੱਧ ਸਿੱਖਿਆ ਨੀਤੀ ਬਣਾਈ ਸੀ, ਜੋ ਇੱਕ ਪਾਸੇ ਸਿੱਖਿਆ ਦੀ ਲਾਗਤ ਵਧਾਉਂਦੀ ਹੈ, ਪਾਠਕ੍ਰਮ ਵਿੱਚੋਂ ਪ੍ਰਗਤੀਸ਼ੀਲ ਪਹਿਲੂਆਂ ਨੂੰ ਹਟਾਉਂਦੀ ਹੈ, ਵਿਗਿਆਨਕ ਅਤੇ ਤਰਕਪੂਰਨ ਦ੍ਰਿਸ਼ਟੀਕੋਣ ਨੂੰ ਦਬਾਉਂਦੀ ਹੈ, ਇਤਿਹਾਸ ਨੂੰ ਵਿਗਾੜਦੀ ਹੈ, ਅਤੇ ਦੂਜੇ ਪਾਸੇ, ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਸਮੇਤ ਸਾਰੇ ਵਿਦਿਅਕ ਅਦਾਰਿਆਂ ਵਿੱਚ ਜੋ ਵੀ ਥੋੜ੍ਹੀ ਜਿਹੀ ਖੁਦਮੁਖਤਿਆਰੀ ਅਤੇ ਖੁੱਲ੍ਹਾ ਵਾਤਾਵਰਣ ਬਚਿਆ ਹੈ, ਉਸਨੂੰ ਖਤਮ ਕਰਦੀ ਹੈ, ਅਤੇ ਸਿੱਖਿਆ ‘ਤੇ ਸਖ਼ਤ ਕੇਂਦਰੀਕਰਨ ਅਤੇ ਸਖ਼ਤ ਨਿਯੰਤਰਣ ਲਾਗੂ ਕਰਦੀ ਹੈ। ਇਸ ਰਾਹੀਂ, ਭਾਜਪਾ-ਆਰਐਸਐਸ ਸਰਕਾਰ ਕੁਝ ਪੂੰਜੀਵਾਦੀ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ ਦੇ ਹਿੱਤਾਂ ਦੀ ਪੂਰਤੀ ਲਈ ਸਿੱਖਿਆ ਨੂੰ ਘਟਾਉਣ ਅਤੇ ਮੱਧਯੁਗੀ ਤੰਗ-ਦਿਮਾਗੀ ਥੋਪਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰਦੀ ਹੈ।

ਦੋਵਾਂ ਸਿੱਖਿਆ ਸ਼ਾਸਤਰੀਆਂ ਨੇ ਕਿਹਾ ਕਿ, ਆਲ ਇੰਡੀਆ ਸਿੱਖਿਆ ਕਮੇਟੀ ਦੀ ਪਹਿਲਕਦਮੀ ‘ਤੇ, ਇੱਕ ਦੇਸ਼ ਵਿਆਪੀ ਮੁਹਿੰਮ ਰਾਹੀਂ ਮੋਦੀ ਸਰਕਾਰ ਦੀ ਰਾਸ਼ਟਰੀ ਸਿੱਖਿਆ ਨੀਤੀ 2020 ਦੇ ਵਿਕਲਪ ਵਜੋਂ “ਲੋਕ-ਅਨੁਕੂਲ ਸਿੱਖਿਆ ਨੀਤੀ” ਦਾ ਖਰੜਾ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਹੈ। ਅਸੀਂ ਵਿਦਿਆਰਥੀਆਂ, ਅਧਿਆਪਕਾਂ ਅਤੇ ਸਾਰੇ ਸਿੱਖਿਆ ਪ੍ਰੇਮੀਆਂ ਨੂੰ ਅਪੀਲ ਕਰਦੇ ਹਾਂ ਕਿ ਉਹ ਇਸ ਲੋਕ-ਪੱਖੀ ਸਿੱਖਿਆ ਨੀਤੀ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ ਆਪਣੀ ਆਵਾਜ਼ ਬੁਲੰਦ ਕਰਨ ਤਾਂ ਜੋ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਦੁਆਰਾ ਜਾਰੀ ਕੀਤੇ ਗਏ ਕਠੋਰ ਫ਼ਰਮਾਨਾਂ ਨੂੰ ਦੇਸ਼ ਵਿੱਚ ਕਿਤੇ ਵੀ ਜਾਰੀ ਹੋਣ ਤੋਂ ਰੋਕਿਆ ਜਾ ਸਕੇ।

The repressive action, including lathi charge, carried out by the police on the Punjab University, Chandigarh campus yesterday is extremely shameful and condemnable. The All India Save Education Committee Punjab, Chandigarh unit strongly condemns this. Many students, teachers, and education enthusiasts were injured in yesterday’s repressive action. The condemnable black decree issued by the Government of India to dissolve the Senate, eliminating the remaining autonomy and a little open environment in educational institutions, including Punjab University, was strongly opposed across Punjab, including the university campus, and under pressure, the central government was forced to withdraw it. Dr. Shyam Sunder Deepti, President of the All India Save Education Committee Punjab, and Professor Aminderpal Singh Grewal, State Secretary, issued a statement to the media today expressing their happiness and praising it as the right step at the right time. Yesterday, they also supported the students’ call for Senate elections and the restoration of a democratic atmosphere in the university, and once again demanded the Government of India refrain from such illegitimate actions. They stated that the black decree dissolving the Senate not only violates the educational rights of the people of Punjab but also is a failure of the National Education Policy 2020 of the BJP-RSS government at the Centre. The BJP government formulated this well-planned education policy during the COVID-19 pandemic, which, on the one hand, increases the cost of education, removes progressive aspects from the curriculum, stifles a scientific and logical perspective, distorts history, and, on the other, eliminates whatever little autonomy and open environment remains in all educational institutions, including Punjab University, and imposes severe centralization and strict control over education. Through this, the BJP-RSS government seeks to cut education and impose medieval narrow-mindedness to serve the interests of a few capitalist corporate houses.

Both academics stated that, at the initiative of the All India Education Committee, a draft “People-Friendly Education Policy” has been prepared as an alternative to the Modi government’s National Education Policy 2020 through a nationwide campaign. We appeal to students, teachers, and all education enthusiasts to raise their voices for the implementation of this people-friendly education policy so that draconian decrees like the one issued by Punjab University can be prevented from being issued anywhere in the country.
